Our delivery partner Downer installed 500 metres of new water main along Pier Street, Queen Street and The Esplanade, ensuring the reliability of water supply to Altona's thriving community hub.

Project Overview

The Pier Street water main renewal is an essential, proactive infrastructure upgrade that will support the needs of the Hobsons Bay community.

Over the past year, these water mains have experienced several bursts, which impacts our ability to provide a reliable water source to the area.

The project will install 500 metres of new water mains along the Esplanade, Pier Street and Queen Street, Altona.

The new pipe will replace the existing water mains which were built in the 1920s and are reaching the end of their operational life. The project will ensure we can continue to provide safe and reliable water to residents and businesses now and into the future.

These works will be delivered by Downer Group on our behalf.

We are committed to working with you to keep construction impacts to a minimum and will keep you updated with our progress.

Project Updates

All final reinstatement and line marking has been finished along Queen Street and The Esplanade. Crews left the area at the end of May and the project is now complete.

A heartfelt thank you to our local customers for your patience and understanding while we worked to deliver a renewed water supply to Altona.

We have completed construction of the new water main and transferred our customers' water services across to the new main.

We'll continue to reinstate the area to its previous condition during May, with final asphalt and concrete being laid along Queen Street and The Esplanade on Monday 8 May. We expect to finish all line and road markings by Friday 19 May, at which point the project will be complete.

Stages 1, 2, and 4 are now complete. We've started working on Stage 3 (Queen Street from Pier Street to Sargood Street) and expect to be finished by Friday 21 April. Your water will be supplied through the new water main by the end of April.

We will now be reinstating the area to its previous condition. This work will be carried out at the following times:

  • Stage 2 - week starting Monday 10 April
  • Stages 1 and 3 - to be complete by the end of April

The outdoor dining facilities on Pier Street (between Queen Street and Blyth Street) were returned in time for the Easter long weekend in line with our commitment to traders.

Stage 1 and Stage 2 works are progressing well and the new water main has been installed underground. Our next steps are to commission and transfer water services to the new pipe.

We are on track to start Stage 3 and Stage 4 in March 2023, earlier than originally communicated. If you are directly impacted by these works we will reach out to you by mid-March advising you of our progress and our plans to work alongside you.

Outdoor dining on Pier Street (between Queen Street and Blyth Street) will be removed during our water main renewal works in this area. However, we are committed to ensure there is uninterrupted trading along Pier Street during the upcoming Easter long weekend and Term 1 school holidays.

We will complete the reinstatement of roads soon after all services have been transferred to the new water mains. If you are impacted by these works we will be in contact with you ahead of time.


Works will begin on Monday 27 February 2023 and will take around 8 to 12 weeks to complete.

We acknowledge that our works in the area will coincide with the Term 1 school holidays and the Easter long weekend. Works are planned to minimise disruption to traders during this time.

The project will be carried out in four stages:

Stage 1: The Esplanade from Bent Street to Pier Street

Stage 2: Pier Street from The Esplanade to Queen Street

  • We are aiming to complete works in Stage 1 and 2 by the beginning of Term 1 school holidays, Thursday 6 April 2023
  • We will also return outdoor dining to Pier Street and The Esplanade on Thursday 6 April 2023

Stage 3: Queen Street from Pier Street to Sargood Street

  • We will be working during the Term 1 school holidays to allow traders on Pier Street and the Esplanade to operate without major disruptions

Stage 4: Pier Street from Queen Street to Blyth Street

  • Works will commence after the Term 1 school holidays, with the earliest start being Monday 24 April 2023. This date will be confirmed as Stage 1 and Stage 2 commence.

Each stage will take approximately 2 to 3 weeks to complete.

After each stage is complete we will return to the area to reinstate it to its previous condition which will take up to 3 weeks.
