The Victoria Street, Richmond water main renewal is an essential, proactive infrastructure upgrade that will support the essential service needs of the local community into the future.

The project will install 450 metres of new water main along the southern side of Victoria Street, Richmond between Lennox Street and Church Street. The new pipe will replace the existing water mains which were built in the 1920s and are reaching the end of their operational life.

This water main services residents and local business in Richmond and Abbotsford.

These works will be delivered by Interflow on our behalf and will be done at night time to reduce our impact on trams and local businesses.

Project Updates

Planning has been underway to complete the final connection of our new water main in the intersection of Victoria Street and Church Street and works will recommence in the coming week to finish this project.

What are we doing and when?

  • Works will recommence on Wednesday 14 February and take place at night for 1 week.
  • We are working at night to minimse distributions to local commuters, traffic and businesses ensuring the local community can travel safely around our work zone.
  • There will be construction noise and dust from machinery and construction vehicles during working hours.
  • Changes to traffic will include changes to access, lane closures and reduced on street parking during the works. Traffic management will be on site to assist vehicles, pedestrians and cyclists move safely around the work area.

Final reinstatement works of Victoria Street and all other impact areas will take place once construction of the new water main is complete. We will provide further communications to the local community before these reinstatement works commence.

The majority of water main installation works are now complete. Our crews will be pausing work on this project over the holiday period from 20 December 2023 until 10 January 2024.

Prior to our departure from site we will be be undertaking permanent reinstatement works at the intersection of Albert Street, Abbotsford and Victoria Street, Richmond.

What will be happening and when?

  • Works will take place at the corner of Victoria St, Richmond and Albert St, Abbotsford.
  • Reinstatement works on the kerb and channels will commence the week of 4 December 2023 and take approximately 5 days to complete.
  • Concrete road base and asphalt reinstatement works will start on 10 December 2023 and take approximately 3 nights to complete.

In the meantime we will continue to complete further asset proving works at the intersection of Victoria Street and Church Street. Further updates will be provided before we return to site in 2024.

We are currently completing further asset proving works at the intersection of Victoria Street and Church Street. This involves ongoing planning with the owners of the various underground assets.

Why?

  • This planning must be complete to allow the final connections at this intersection.
  • It will help us deliver the final stages of this renewal while also minimizing impacts to nearby customers.

In the meantime the work site and roadway have been made safe while planning is undertaken. Final reinstatement works will be completed once the project is finished.

Our next section of works will have unique impacts on customers on Albert Street Abbotsford and the north side of Victoria Street, Richmond.

We will be working on Albert Street at the intersection of Victoria Street and Albert Street. These works will be continuous all weekend from 6am Friday 21 July to 4pm Monday 24 July.


Albert Street will be closed at Victoria Street from Friday 21 July to Monday 24 July. There will be no vehicle, bicycle or pedestrian access between Victoria Street and Albert Street during this time.

Traffic will be detoured via Princes Street. Traffic management will be on site to help you safely navigate works.


Customers on the north side of Victoria Street between Nicholson Street and Church Street may be connected to a temporary water supply from Friday 21 July to Friday 28 July.

We ask that these customers check their water supply as early as possible after 7am on Friday 21 July. If you find your supply has been impacted please contact Kate immediately on 0474 520 130. A crew will be on standby until 2pm Friday 21 July to resolve your supply issue as soon as possible.

Work will continue overnight from Monday to Thursday between 7pm and 5am.

We have installed 80% of the new water main on Victoria Street (between Lennox St and Church Street). There is a small portion of main left to build before we can complete testing and return the road to its prior condition.

Closure of Albert Street at Victoria Street in late July

  • The entry/exit to Albert Street at Victoria Street will be closed from a Friday to Sunday in late July. Exact dates will be confirmed.
  • Work will be continuous over this period to limit traffic inconvenience to customers.
  • Residents will have access to Albert Street via Princes Street.
  • A small section of lane will be closed on Victoria Street. Traffic will still be able to travel east and west on Victoria Street.
  • Traffic control will be on site to help pedestrians, cyclists and vehicles move safely through our works.

Victoria Street, Richmond water main renewal

We are renewing the existing water main in Victoria Street (between Lennox St, Church St and Albert St) because it is reaching the end of its operational life. These works will be completed by Interflow.

How will this work impact you?

Works will start on Tuesday 4 April 2023 and take about 16 weeks. We’ll be working overnight from Sundays to Thursdays between 7pm and 5am.

This work must be done overnight to limit traffic and tram disruptions during the day.

Thank you for your understanding while we carry out this work. We will return within 3 weeks of completing the project to reinstate the area to its previous condition.

Your water supply

You will be notified at least 48 hours beforehand if there are any planned disruptions to your water supply.

Renewal of the existing water main will begin along Victoria Street between Lennox Street, Church Street and Albert Street the week of Tuesday 4 April 2023 and will take around 16 weeks to complete.

Works will be carried out at night from 7pm to 5am, Sunday to Thursday.

Access to Albert Street from Victoria Street will be closed for a period of time during night works. All roads will be made safe and remain fully operational during the day. We will have traffic management on site to assist you move safely around the area.

Street parking on Victoria Street will be impacted during construction, with up to 5 car park bays being occupied at the time of works.

Access along the footpath and to tram services will remain operational throughout our night works.

After we have completed our works we will return to reinstate the area to its previous condition which will take up to 3 weeks.

If we require access to your property for any part of these works, you will be contacted ahead of the works commencing.

Our crews have now commenced work at Victoria Street. This week you will see our crews on site in the night time, between 7pm and 5am at various points along Victoria Street between Nicholson Street and Church Street. They are undertaking site investigation, geotechnical and service proving works.

Partial lane closures will be in place, with some reduction in on street car parking. Traffic controllers will be on site to ensure that pedestrians, vehicles and cyclists can move through the area safely.

Once we have completed our works this week, we will pause and then recommence work early in the New Year which will take approximately 3 months to be completed. We will provide further updates as we get closer to these works commencing.

How we are staging these works

Starting in October, our crews will be Victoria Street to undertake preliminary works.

These works will include taking soil samples at various points along the project alignment, to better understand the ground conditions before we start work. We will also be investigating the location of existing services along Victoria Street, ensuring that we work safely when works commence.

These works will be occurring in mid October and take approximately 1 week to be complete. These works will occur at night time, Sunday to Thursday.

Works will commence on the water main renewal in February 2023 and will take approximately 3 months to complete, followed by permanent reinstatement of Victoria Street.

  • Works will be undertaken at night time, Sunday to Thursday to minimise impacts on traffic flow along Victoria Street.
  • Noise reducing sound cushions will be used around the works area to reduce amenity impacts on local business and nearby residents.
  • There will be some impacts to local traffic conditions including reduced on street car parking, and partial lane closures.
  • Traffic controllers will be on site to ensure the safety of vehicles, cyclists and pedestrians in the area.
  • During the day time, Victoria Street will remain open for all traffic and pedestrians that use Victoria Street for local shopping, visiting restaurants, going to and from work and travelling around where you live.
